The new version of traffic rules , approved by the government's decision, defines who is responsible if the traffic rules are violated by children on foot .
According to it , "Pedestrians' disobedience to traffic signals, their crossing the traffic section of the road in unmarked areas, pedestrians' use of telephones while moving on the traffic section of the road, including pedestrian crossings, reading books or periodicals, watching video materials and listening to audio materials, as well as attention use of other distracting electronic devices, as well as failure of moped and bicycle drivers, wheelbarrow drivers, and other road users to obey traffic regulation signals, failure to comply with priority, prohibition, or instructional road signs" is an offense.
Liability for committing these offenses is established by law. However, according to the legislation established for the child as a minor, "Failure to fulfill the obligations of raising and educating minor children by parents or their substitutes, including causing minors to commit an administrative offense" from one to five times the amount of the basic calculation will cause a fine .
If the same offenses are repeated within one year after the administrative penalty is applied, will result in a fine from five to ten times the base calculation amount .
Taking into account the nature of the offense committed and the identity of the offender, the cases against these persons may be referred to the district (city) interdepartmental commissions for juvenile affairs.
In conclusion , it should be mentioned that parents are responsible for the offenses committed by minors and they are held accountable. Therefore , we must ensure that not only children, but also every parent receives sufficient legal knowledge.
