Children's ombudsman was given additional powers

On February 29, the law "On the Representative of the Oliy Majlis of the Republic of Uzbekistan on Children's Rights (Ombudsman of Children)" [O'RQ-917] was adopted. This was reported by the Ministry of Justice.

The Senate approved the law on February 9.

According to the law, the child rights representative (Children's Ombudsman) is an official who exercises parliamentary control over compliance with the legislation on children's rights by state bodies, including law enforcement and supervisory bodies, as well as enterprises, institutions, organizations and officials. .

The representative exercises his powers independently and is not subject to state bodies and their officials and is accountable to the chambers of the Oliy Majlis in his activities.

The representative on child rights is elected by the Legislative Chamber and the Senate of the Oliy Majlis for a period of 5 years.

By law, the main tasks, rights and obligations of the child rights representative were determined, including:

  • send warnings to officials that violations of the law on children's rights will not be tolerated;
  • submitting submissions to the heads of state bodies and other organizations that must be reviewed about violations of the law on children's rights, the causes and conditions that enable them to be considered;
  • has the right to submit petitions to the relevant authorities to bring to justice the persons whose actions or inactions have violated the rights of the child.

Also, the child rights representative is given the authority to use the right to be immediately accepted by the heads of organizations and other officials regarding issues related to their activities.

In addition, it is determined that children who are in social and legal assistance centers for minors and in specialized educational institutions, investigative detention centers and educational colonies can send their appeals in writing to the representative of Children's Rights.

Every year, no later than February 15 of the year following the reporting year, the representative submits a report to the chambers of the Oliy Majlis on the state of compliance with the legislation on children's rights.

The representative shall take measures to prevent the use of torture and other cruel, inhuman or degrading treatment and punishments against the child.

The representative on children's rights appoints his representative in the Republic of Karakalpakstan, regions and the city of Tashkent.

The law shall enter into force on the date of its official publication.
