At the next meeting of the Legislative Chamber of the Oliy Majlis, the draft law aimed at regulating relations in the field of protection of children from all forms of violence was conceptually adopted in the first reading. This was reported by the press service of the lower chamber.

The draft law clearly defines the state bodies and organizations that directly implement the activities of protecting children from violence, and their powers. In this regard, it is suggested that the state bodies and organizations that directly implement the activities of protection of children from violence be coordinated by the National Commission on Children's Issues, and the National Social Protection Agency is designated as the working body of the commission, as well as the competent body for ensuring the implementation of the law.

The draft law defines the forms of violence against children, prohibits their commission, and strengthens the legal basis of persecution according to the law. Forms of violence against children are increasing from three (physical, sexual, psychological) to six (neglect, exploitation, bullying).

Bullying is when a child intentionally harms another child. It is an act of power imbalance that is repeated regularly and prevents the victim from stopping the violence against him. Bullying can happen anywhere and at any time: in a child's daily life, in direct relationships or on social networks. This not only prevents the child from concentrating on education, but can also cause long-term psychological trauma. The process of bullying should not be ignored.

Exploitation is any form of forced labor that endangers the child's health, safety, morals, mental and physical development, including the child's education;

Failure to provide care - failure to meet the physical, material, psychological, social and other needs of the child in their care, which may lead to a serious violation of the health, physical, mental, spiritual and moral development of the child, despite the fact that the parents have the necessary opportunities, knowledge and skills, as well as the conditions for using appropriate services .

A new institution is introduced for the first time with this draft law. That is, now it is proposed to issue a protection warrant to children . The warrant is issued by the authorized body to the legal representative of the victim of violence or to another person who took the child into his care and to the victim of violence.

In addition, the project defines the participation of parents and their obligations in protecting children from violence. In particular, it is assumed that parents must protect the life and health of children, take care of them and protect them from information that has a harmful effect, it is prohibited to physically punish children while raising them.

The draft law strictly stipulates that violence against children is not allowed in educational institutions , and any form of violence, including physical punishment and other cruel acts or degrading treatment, is not allowed in educational institutions as a measure of disciplinary punishment.

It is noted that the categories of children at risk of violence (orphans, unsupervised, children with intellectual disabilities, children engaged in prostitution, begging) are clearly defined in the draft law, the competent bodies in the field are required to identify children affected by violence, at risk of violence, keep their records and, if necessary, helps them take individual measures to prevent violence against them in a timely manner.

The project also defines the rights of children affected by violence and general and individual measures to protect them from violence. In particular, the appeal of a victim of violence, reports of individuals or legal entities, mass media, the Internet global information network, including messages on social networks are the basis for applying individual measures to protect children from violence.

In the assembly, the draft law was conceptually adopted unanimously by the deputies in the first reading.
